Define domestic

Ok, I've been avoiding posting because more often than not it winds me up more than it provides a release. This one today from the AP is a perfect example. Reading the headlines, one would get the impression that the administration is after the phone calls of private citizens. The headline? "Court Rejects ACLU Domestic Spying Suit".

Only those who bother to read six paragraphs down might learn that "domestic" spying is strictly for international calls when one party is suspected of being connected to terrorism. The article doesn't go into details on FISA courts, or how many decades such programs have been around, that would provide a big picture.

For anyone interested, here is a Wiki link to the original program. I'm not a lawyer, nor a brain surgeon, but I am pretty sure that Bush wasn't in charge in 1978.
